It's got a blob microcontroller chip making a sound, and putting a led on, maybe a panic alarm??

 

Jeeze could be anything... maybe a toy sound module? Try putting power to it... start with 1.5v then raise it until it does something. Hearing it would go a long way in identifying it.

Just be sure to follow proper polarity.

Looks like a speaker (the large round thing under the white housing). The black dot - that's got to have electronics under it. @Dodgydave said it's probably a micro controller. I have to agree. Personally, I have no idea about the LED though.
