Can someone please identify what these plastic things are which have the red and black wire going into them? The other end of this wire is most likely attached to a water meter transmitter.

Are they similar to RJ45 crimp connectors for ethernet?

( Yes, there are supposed to be other wires going from these plastic things to the water meter, but that will be a follow up question )

Is it possible that the wires in the pic below ever were installed in one of these exact kind of wire joiners? I ask this question because the insulation on the wires in the pic is still intact.

 

Yes. The are called wire splice connectors or jellybean connectors. There is no need to strip the insulation from the cable. They are also called insulation displacement connectors or IDC.

The insulation is pierced by that type of connector. It also won’t just come off without doing a lot of damage. This wires have been cut, so whatever they might have been connected to, the signs of it are gone.
