Lithium batteries need a special charging profile to charge them safely, otherwise they can catch fire or explode. The cheapest/simplest option is probably to buy a specialised charger. If, however, you are determined to build one then dedicated ICs to control the charging are available as the basis for the charger. Another option would be to program a micro-controller to monitor charging current, battery voltage, time and battery temperature and regulate the charging accordingly.

Your other problem is in finding a socket that fits the battery. Scrap a phone to make a charger????
Of course if you have the phone just use the power supply to power the phone. Matching connector for the phone is needed.
Or maybe you are JPS.
