Well, you will want to get a development board that has USB connectivity. That will give you the most straight-forward way of connecting the PC to the chip. You can also use the USB to report any data back to the PC.

Amtel makes a USB version of that chip. the Amtel AT89S5131. That will allow you to program it via usb with Amtel FLIP software that you can download for free at amtels website.
