guitar pedal fault, not a shorted cap, video shows problem

hello
i have a problem with a complex floor pedal. i have found that there is a short across capacitor connections and it involves a few other components.

i am not sure how to proceed. i have tested the capacitor and it is fine, no short. i have tried to test the lm317 and think that its fine. i have no schematic or wiring diagram at all so it is tricky.
any help or advice would be great

EDIT: if a resistor is faulty, what sort of value should it show.

You will need to trace the tracks to see if there are any other caps and transistors on the same path, resistors will have their values in coloured bands , resistors usually go open circuit when blown. One method of treating shorts is to cut tracks and follow it .

Can you search for the make and model number?

it is a surface mount either 1000 or 0001, there is another resistor close to it that 0291. measuring the resistance across is is approx 62 to 63 ohms. i removed the 1000 and it made no change to the situation. it was a nightmare getting it back as well.
