Bro,Do you have any rogh schematic/Block digram for that ?Once you find a 27MHz transmitter, you could turn it off and on with a high-speed CMOS transmission gate, such as a 74HC4066, in series with the input to the output stage (or some other appropriate point).
A 555 configured as a PWM astable oscillator could generate the 800Hz pulse rate with a 100μs on-time.

You would be better off to cannibalize an R/C toy operating on this band.
