As per the above circuit , When Capacitor voltage exceed the transformer output voltage (12V) ,Then Diode is reversed bios ,This can be happen fast , So in this case . Is it possible to generate RFI

That type of circuit can generate RFI on pulsed forward conduction of the diodes, also during reverse storage time of the diodes.
Do you have a particular PSU that is causing a problem.?

The exists soft recovery rectifiers which do not "snap" into conduction and therefore generate much less RFI.

No
I am going to make it for supply power to simple IoT project , I am Using ESP-12E

 

Can I solve RFI issue by adding parallel Ceramic Capacitor to diode like above image is showing
