FM transmitter in pspice

I am trying to simulate the following FM transmitter circuit in pspice. I made the following schematic but when i run a transient analysis, the output voltage is constant 8.75V. I am guessing it has something to do with the 9V DC source that is used to bias the transistor. I know that i am not using the same transistor described in the picture but i cannot seem to find the same one i the pspice libraries. Are there any thoughts on what's wrong??
