I'm trying to figure out something that is probably simple. One row of LEDs on my lamp is flickering. I'm just wondering if it's just a matter of replacing one of the LEDs in that series.

 

It looks like you could just have a cold solder joint that's intermittent. Try reflowing the solder on those three LEDs.

On further review; all of the joints on the board are poor.

Indeed! quite a few of the connections look questionable, and I have found that solder connections are often the cause of failures on many different kinds of electronics. But you do need to avoid overheating the LED devices when soldering.
