I am making a power supply to use in my car for a dash cam. I found this on ebay for cheap but I have no idea what an "EN Port" is. This is just a step down voltage regulator. I emailed the seller in China and he said it is an "enable port". I still don't know what he is talking about. I just want to input 12VDC and output 5VDC. Any ideas?

That would be Enable. It turns the board on. It probably needs to be pulled high.

It switches the board on and off. Sounds like you need it on all the time so EN should be wired to GND or to +12V input. You can use trial and error to find out which if there is no information.
