1. If you can compute the power in which will be small given the wasted power in R1, and you can measure or compute the output power which should be even smaller given that the circuit basically has no power to speak of because of R1, then yes.
2. Beats the hell out of me

Is R1 10 M? This circuit will never work.

2 transistors in parallel is to increase the power output.
