Do these do anything?

I see these on a product. Board OUT and another one that is just a circle, they don't go to the VCC plane or the Ground Plane. As far as I can tell they don't go to anything. There is no hole, are they for Manufacturing for placement? But wouldn't they be outside the board?

Could be for options that are unused in your version of the product.

A lot can be said about the virtues of a well focused, cropped photo. But not in your case.

The round one is a typical "fiducial" mark used as a reference point for machine vision for automated pick and place machinery (for placing the surface mount parts). Usually there are at least three on a PCB, sometimes on break-away around the outside of the board. Sometimes extras are placed close to fine-pitch ICs.

I don't know the purpose of the other shape.

Yep.. Both are fiducials which are picked up by vision inspection cameras for board location/orientation during the component placement/soldering or assembly process,etc...
