Do charges in electric circuit move only if the circuit closed?

Whatever they do do, they do not remain motionless.
Sure, charge carrier motion (drift velocity) is a requirement of the Special Relativity based answer to the magnetic field component effects in circuits that have EM energy flows. That's doesn't mean that physical particle motion is the actual electrical energy carrier, it means that charge carrier motion changes our view of electrical energy by modifying frame views of how the electrical energy propagates in space surrounding the conductor.

That is quite brilliant! but you see... that's going to have to be a disclaimer the front caption on any post in bold letters on any analysis any one of us gives. :)

Metaphors can lift eyebrows or be taken as offensive. A person or persons who troll sadly enjoy trapping questioning drawing people out.
As a dog contemplating a fire hydrant the 2 foot hook wire is lifted high in order to leave it's mark on the list of choices.
Could it be voltage, current, power, resistance, energy, virtual photons, nothing, something, anything or who knows what moves?

I suspect the influence comes from outside the magnetic envelope around the earth, The well regulated rotation of the earth contrasts from a random
flow depicted in the video as (a wispy white windsock) described in relation to re-connection and then conversion from plasma. Because of the planetary regulation there must be yet a larger form and function involved. It is conceivable that our perception of light and the lower electromagnetic spectrum is limiting our understanding. The effort to simulate space energy and the study on re-connection have been just a few attempts to link what is observable.
