dissipation factor and heat radiation factor

Do Both mean the same or are they different for aluminium electrolytic capacitors or Tantalum Capacitors

How can I calculate the heat radiation factor for both?

How can i calculate the temperature rise at the surface of the capacitor? is there a formula to do this?

I do not understand your question however;
A capacitor has an impedance when an ac current flows then you may use the p= z*i^2 z is depending on Freq and the way these things are build.
Now heat introduced by P is de depending on thermal resistance and volume of its surface.

its possible but useless look at the datasheets.
But if you want to calculate.

The dissipation factor is a measure of the capacitor internal parasitic resistance.
It has nothing to do with heat radiation from the device.
