The arrow is pointing to the Caliper-"Bracket", or Caliper-"Mount", or Caliper- "Adapter",
this part is designed and manufactured by the manufacturer of the Bike or Scooter,
and is designed for a particular model of Bike or Scooter.
It is not a "generic" part like the Brake-Caliper is.

It's not Electrical or Electronic.

A Scooter-Forum would be a better place to ask this question
because it "may be" a common part,
and people who work on Scooters would tend to have more experience with Scooter-Parts,
and know what parts are interchangeable with other models.
