Actually the final anode is on the HV Aquadag coating on the inside of the CRT, the front is just a phosphor layer that the accelerated beam strikes..

if the phosphor coating were not grounded to the aquadag coating, it would charge up where the electron beam struck it, building a charge and repelling the beam.
