I would like to understand if it is possible to realize a circuit that measures the direct current offset present in any signal.

It is possible to detect and amplify it?

 

You run the signal through an RC low-pass filter to remove the AC component, leaving any DC offset voltage (not current) which you can measure with a meter or other DC measuring device.
