From exercise 3.2, how do the diode number 1 and number 2 have a voltage on it. When it is an open circuit. I just don't get it.

In an open circuit, you can have any voltage across it, but the current through it is identically zero.

In a short circuit, you have have any current through it, but the voltage across it is identically zero.

 

I just don't get it.

Explain what you do understand. For what it's worth, I think both the problem and the solution are poorly worded.

The power line sockets on the wall are open circuit but they certainly have voltage across there terminals.
