Is there any tested tutorial on how to make a diamond tester? All I can find are block diagrams.

A bit more information might be useful. What is it about a diamond you are trying to test? To distinguish between a diamond and glass, quartz, or cubic zirconia? To determine the grade of a diamond? Or are you talking about a tester that is made from a diamond.

Basically I put emphasize on differentiating between diamond and moissanite because this is where the biggest confusion arises.

This is from electronicsforu. All I know is that a diamond tester should be able to perform both electrical and thermal test. Pure diamond conduct no electricity but it is heat conductive. Moissanite is vice versa.

 

Quite a well-drawn block diagram that does not explain very much at all.
I am guessing that the TS is seeking a NON-DESTRUCTIVE sort of test, rather than a physical proerties analysis type of check.
CERTAINLY, any sort of test type will need to be verified using known samples of each type of material.

Wouldn't a simple Ohmmeter test distinguish between them?

 

The difficulty of the test is probably increased a whole lot by the mounting, or setting, of the stone being checked. That would certainly affect most heat conduction test schemes, and also make resistance testing quite challenging. A hardness test might be simple and easy on an unmounted stone, but usually the question is about mounted stones.
My thinking is that an absorbtion test with various wavelengths of light could possibly be the best scheme.
