How, exactly, can you imagine any electronic device being able to provide for personal security. What sort of testing and/or verification regime would give you enough confidence to depend on it?

There already are walking harnesses and safety reins for toddlers and chastity belts for the ladies, What more could you wish for?
:)
Walking harnesses and safety reins are for preventing toddlers from getting lost in the crowd. Crimes against them do not always take place in crowd. If you're curious, google 'justice for Ramisa'. You'll know why every parent is scared in my country. By the way, I know about chastity belt. Neither it is available here nor I have heard about any dramatic drop in SA cases in countries where those are available.

Thanks for your insightful comment. Actually this is why I am looking for your suggestions and opinions. Yeah, I have a couple of ideas. One is a wristwatch that will have GPS and GSM. The watch will monitor heart rate and scream level continuously. The parents will always see the GPS data in real-time. When the scream level+heart rate cross a defined threshold, it will start a sharp and harsh alarm to alert everyone around+ send a message to the parent's mobile phone+ make an auto call to the national emergency number like 911 or whatever. However, I can already see many loopholes in my idea. For example, somebody is watching a horror movie wearing it and get scared, the watch is very likely to mark this situation as a danger though it is not.

an IPone and an iWatch could do what you've described, I'm guessing you're looking for a more affordable solution
Iwatch uses an SOS panic button. My idea is to get rid of the button because if the victim is overpowered by multiple men, they may not be capable of pressing the button at all! And yes, affordability is my concern too. Of course in my society I need something that will not cost a kidney!

Looked up the suggested phrase. It is about the rape of an 8 year old girl in Bangladesh.

So I assume SA means sexual assault.

I doubt that electronics is the solution.
