I can change truth table in digital to design circuit in Quartus II 9?

I'm not sure in Quartus has a logic block layout tool, but you can implement your truth table using digital gates, which can be implemented in a HDL like VHDL and Verilog in Quartus.

You can also, using the mentioned HDLs, describe the functionality if the truth table in more abstract terms, but that comes later...

I do not know how far you want to go.
To start, you could use the bole-Deusto.
It has its limitations, as all simulators.
