Also, you need to understand how current control works on your buck converter. Both the current and the voltage controls are maximums. The converter will output a voltage that keeps both at or below the setting.

Say you set the output for 10V with current control set to the 9A. Then you load the converter with a 10Ω resistor. The current will be 1A, because that is all the current that the resistor can draw at 10V. It cannot be 9A because that would require 90V.

Now you adjust the current control down to 100mA. Will you see 10V and 100mA at the output? No! It is impossible to have 10V across the 10Ω resistor and only 100mA. Instead, it adjusts the voltage down to 1V to keep the current at 100mA.
