Obviously the + Out and + Sense are jumped as are the - Out and - Sense. If you have not tried it place a load on the supply and see if you get stable regulation. This was suggested many post ago.
I suggest that prior to that check, with the power off, pull each of those jumper pairs out and assure that there has not been an oxide layer develop over the years. That can happen, and then it takes a bit of effort, but not a huge amount, to get thru the insulating layer of oxide.
And now that a circuit drawing is available some evaluation is possible.
BUT, First, make certain that the terminal screws are tight. A loose screw is an intermittent connection, just waiting to cause problems.
