Here's the SOT-23 pad layout from Diodes Inc.It didnt cross my mind to look on the dimentions of the comercial pads that you are telling me.

To maximize flexibility, you should also research other similar packages (e.g. SC-89).
If you have access to a laser printer, you can try making your own using the toner transfer method. If you don't have access to a shear to cut 1/16" thick boards, you can use thinner material and cut with scissors. Single sided boards would reduce the load on whatever etchant you use.
