It didnt cross my mind to look on the dimentions of the comercial pads that you are telling me.
Here's the SOT-23 pad layout from Diodes Inc.

To maximize flexibility, you should also research other similar packages (e.g. SC-89).

If you have access to a laser printer, you can try making your own using the toner transfer method. If you don't have access to a shear to cut 1/16" thick boards, you can use thinner material and cut with scissors. Single sided boards would reduce the load on whatever etchant you use.

EDIT: One day when I needed a few P channel MOSFETs and the only stock I had was NTA4153, I made some quick and (very) dirty adapters using a Dremel tool with an engraving bit and some copper clad scraps:

Mister @dl324 thank you for your engagement !
I do consider a blank copper fiberglass sheet and to make them myself . I know they are expensive but I dont know the price for my dimensions: 210x300mm (or 21x30cm). I am not sure how cheap i can get with a circuit board manufacturer. Im very curios about their prices actually since I never in my life used their services. If it's too expensive, i will gladly use the alternatives. But first I want to know. I expect surprises.

Surplus copper clad goes for a nickel to a dime per square inch on eBay. I buy mostly from abcfab, but he's unlikely to ship to you for free. If you make your own boards, you can make them any convenient size (and A4 won't be convenient). Most of the boards I do are smaller than 5x7cm.

You can get your entire circuit board manufactured by several chinese firms for around $5 usd + shipping for 5 or 10 copies. Board sizes up to 10cm x 10cm. The prices for larger boards are reasonable as well, although considerably more than $5. You get professional results, and no cardboard.
