Creating a Lithium Ion Battery Bank, For Solar using these?

I found a good deal on 21 lithium ion battery packs for computer servers, they come in a sealed plastic pack with protection circuit.
each one is labled as 14.4 6.6Ah. however i have one here about 50% charged according to the battery charge indicator button on it. and my multimeter is reading 15.2v. The pack is a OceanServer it seems to have 2 model numbers. BA-95HC-FL, NL2024OS. and a part number 66-00001-00
inside the pack is 12x 18650 lithium batteries. there is four groups of 3 batteries in series, each group in parallel. so 3+3+3+3
the protection circuit has a temperature probe, and a wire between each group of batteries for balance (i assume)
the protection board says Inspired Energy. Model BL018A Rev 2.0
using these model numbers and part numbers i could not turn up anything online.. except for one PDF with the most similar model number. http://www.inspired-energy.com/pdfs/datasheets/NL2024ED22-spec.pdf

anyways. i don't know what i am doing. :D
i want to wire 13 of these packs together in series for a large battery bank.
however safety is my main concern. also longevity.
for the container i was thinking a .30 or .50 caliber metal ammunition case.. just in case one decides to explode, it might remain contained.
will this protection circuit cut off the voltage when it gets too low and too high?
from what i have read online 18650 batteries last longest when voltage is kept between 3.8v - 4.2v so total 16.8 Volts max charge voltage. no lower discharge than 15.2v.
now this protection circuit is a mystery to me, should i just experiment with it and see? fully charge it and test voltage, then fully discharge it and test again?

although the issue i see with that circuit is there is no temperature sensor.

although.. one positive thing about ditching the built in charge controller is that with 3 batteries in series i can have a more useful working voltage. 11.4 - 12.6 Volts.
voltage is a bit low.. however still compatible with 12v devices.. 16.8 is too high for some of the 12v accessories i have.. particularly my power inverter which kicks into protection above 15v

Hi,

Are you talking about building your own pack?
You have to be more careful when charging in series as each cell in the string should be monitored separately for safest operation.
