Not sure of costs, but datasheets/manuals could give you some
ideas.

Seems a module with RF and CPU and maybe external antenna (to get
S/N robust) would be viable. Plus CPU could handle solar based charger
controller for solar/battery power solution. And CPU/Radio could sleep
most of the time.
The $2 target is for what volume ? 10K or 200 ? If latter that may be a big
challenge.
