Are you sure it is motorized and not latch/unlatch retained version? Do you have a part No?

Since it takes 12.5 seconds to open or close it apparently is motorized.
So you just set the on or off pulse to about 15 seconds to insure that it completely opens or closes.

I have nothing to actuate the limit switch. I think the valve must have built in limit switches because if 12V is applied, the motor opens the valve and stops-no motor hum or anything.

Evidently most of the motorized ball valves do not require constant power, once open or closed, the actuator does not continue to require power due to an internal cut off.
