You need to show exactly what you indeed to do, as I see no relation between pin 4 and a transistor driving a relay from the output (pin 3).

Pin 4 is not an output, it's the 555 Reset signal from the transistor.see nothing on the output of both pin 3 or pin 4 of the 555
Why would you short the resistors?when I short out the 2 resistors on the 555 the 4017 lights up all the 4017s leds quickly

What "leds"?I have added leds to the output just to see what is happening with the 4017. I do not have a power Mosfet, but have ordered one.
If you have leds on the outputs, that could be the problem (and why are you modifying the circuit and still expecting it to work?). This was just to check what was happening on the outputs. I do not have a power MosFet, but I have ordered a few, and Im waiting for them to come in
