Cmos CD4xxx logic produces a low amount of output current. It drives other Cmos logic inputs perfectly.
But the gate of a power Mosfet has a high capacitance that needs a current higher than CD4xxx Cmos can ptoduce, to charge and discharge the capacitance quickly. Therefore the two complementary transistor emitter-followers are used in between.
