Agreed, its high, green and yellow. They light fine at 10k. Should I try 1k?A 10k is too high a value, and what are the Colours of the LED's.?

Then you would appear to have a wiring error. If I have 1 SR latch all is fine, its when I add the second that I have the issue,
You don't need to at this time. While a "standard" LED is not very bright with less than 1 mA of current, it is enough to see if your circuit is working. And because the LED currents are so low, driving them directly with the 4001 should not be a problem. Make a table of the input conditions and the voltages at the gate output pins so we can see what is happening.Agreed, its high, green and yellow. They light fine at 10k. Should I try 1k?
