A 10k is too high a value,and what are the Colours of the LED's.?

Agreed, its high, green and yellow. They light fine at 10k. Should I try 1k?

 

If I have 1 SR latch all is fine, its when I add the second that I have the issue, bit baffling tbh. Its a simple circuit, I have watched a YouToob vid and he did in the same way, only 1 SR latch though.... ARGHHHH

Then you would appear to have a wiring error.
Double check all the connections against the schematic.

You don't need to at this time. While a "standard" LED is not very bright with less than 1 mA of current, it is enough to see if your circuit is working. And because the LED currents are so low, driving them directly with the 4001 should not be a problem. Make a table of the input conditions and the voltages at the gate output pins so we can see what is happening.
