If you don’t know what it is, why do you want to replicate it?

The round black blob is a custom chip (chip on board or COB) that you likely cannot identify, purchase or replicate.

Where did this come from?

Its from the mechanism in a lucky cat, mine is broken and I wanted to try and fix it.

The black blob is potting compound. Even if you could remove or dissolve it, the chip inside would not be repairable or replaceable. If the manufacturer would not replace the whole board, there is even less chance they would sell or give you the bare chip. In other words, fuhgeddaboudit.

It’s a typical circuit used in a variety of desk accessory gadgets. It senses the magnet in a pendulum and produces a brief magnetic pulse to “kick” it. Here’s a write up on one variant.

It uses this circuit—this one uses a small portion of the coil as a sensor to detect the magnet in the pendulum. Some variants use a hall effect sensor instead but this one is very clever and cheap as dirt to build.
