hello everyone I was wondering if i can drive this screen with an RCA input from my Arduino ?

I doubt it very much. The LM19501 is a 192 x 128 monochrome graphics LCD module.
Where is the RCA connector? What type of output signal does the RCA connector provide?

 

You can't drive it with composite video but an arduino can drive this display - code and details from the download here:
