So what is your question?

There are a couple different views on this.
One is as you seem to be stating, another is that some resistances will be lower and some higher, and another is a practical look at resistors where the resistance might be a little lower than rated at 25 degrees C so that it can make it all the way to 100 degrees C without varying more than the tolerance rating (note for a 0 to 100 degree rating 25 deg C is not in the center of that range).
