I have a notebook MB with http://www.richtek.com/assets/product_file/RT8249A=RT8249B=RT8249C/DS8249ABC-02.pdf that is very, very hot when power supply is plugged in. The MB does not boot ..

How can one debug the situation? Does the RT8249C need replacing or could it be that some MOSFET that is faulty?

 

Why do you think that the problem is with the power supply and not the computer?

Try another power supply and see if your computer will accept a charge.

 

The DC-DC chip (and step down circuit) I'm referring to is on the MB. I've tried connecting another AC power supply to the notebook with no avail.
