SAINTCON is a cybersecurity conference in Utah.
The minibadge is a daughter board that plugs into the conference badge. It is traditional to have a complicated/hackable MCU-based badge for these cons, I believe it started at DEFCON.
Minibadges are collected by attendees and provided by "communities" (special interest groups), vendors, or anyone that wants to hand them out. It is part of the con culture and would be hard to understand outside of it. It is a solidarity building mechanism and helps add legitimacy to a group as well as make connections.
The value is real but very contextual. The desire to make and distribute one indicates an interest in being taken seriously as part of the overall group.
The community and technical information is below, the Github repo has everything technical.

The Github repo for the minibadge standard is here.
