The short definition is that it makes it weaker. In other words it cuts the power. When you attenuate something you typically divide it's power by some preset factor. I had attenuators for an OLD scope. They were used for measuring higher voltages safely by making them 10 times lower. 100 volts would appear as 10 volts - and so on.
