Are bidirectional cmos to ttl ICs ??

The SN74HC244 is not bidirectional. For that you would need a SN74HC245 or equivalent. The SN74HC244 and the like are not really intended to convert between CMOS and TTL levels. They are usually used in a circuit that is powered by a single 5 volt power supply. Does this answer all of your questions?
