i want to design a device using strain gauge that gives me alarm when the sound waves (from TV or what else) exceeds a specific level (which is defined by me),,,,,
is this right ? ? ? and can i do it ? ? ?

 

Google "spl meter" (sound pressure level). They do it with a microphone.
