Maybe they were trying to live by the song in Monty Python's "The Meaning of Life". Their total fertility rate is the lowest in the world, hitting 0.85 in 2020. Anything under about 2.2 is a population contraction if a country doesn't supplement with immigration or have severe issues with war, crime or disease. USA was about 1.70 last year.
