NEW YORK - Store owners are being warned about a little-known law prohibiting the sale of whipped cream chargers to people under the age of 21 in New York. The law went into effect in November 2021, but few people are aware of it being on the books.

The legislation was sponsored by St. Senator Joseph P. Addabbo, Jr. of Queens. He says it has been a problem with young teens abusing the cans to get a quick high off of the nitrous oxide inside the cans. They are known as whippets, whippets, or whip-its.

Tell that to the confused store owners that put signs requiring ID for normal cans of whipped cream. Reports of that happening (not fake) is what caused the story to roll and caused the author of the bill to issue a clarification on scope.

Update: Your cans of Reddi Wip might be safe. The author of the legislation says it should prohibit the sale of whipped cream chargers to those under the age of 21, not cans of whipped cream.

Recently, there have been questions raised about a state law based upon my bill S.2819A, which bans the sale of whipped cream chargers or cartridges to anyone under 21 years old. There has been a misinterpretation of the language and intent of the bill. My bill is not intended to prevent people under the age of 21 from buying whipped cream dispensers, but the small, individual charger or cartridge inside the whipped cream canisters that is the target of this law.

When using those for the wrong purpose they made a small thing you put the charger in and then attached a regular rubber balloon to the open end of the thing. When the two halves of the item were screwed together the charger was pierced and the balloon was inflated. You then sniffed from the balloon. This kept you from freezing you nostrils.

There's an old story of the Grateful Dead at the UCLA stadium in the 60's for a gig. Someone had brought a tank of nitrous with an octopus rig into the locker room they were using for a dressing room. The tank was icing up so they took it into the shower room to "water it down" to defrost it under one of the showers. So... They had all stripped off because the showers were getting their clothes wet and there they all were, nekkid as jaybirds and high as kites in the showers with the usual assorted groupie chicks and various hangers-on and roadies when the UCLA President came into the locker room to greet and welcome them. Needless to say, they never played the UCLA stadium again...

You're only young once. Amyl nitrate, nitrous oxide, sniffing gasoline or paint, etc... the ability of humans to kill brain cells from common chemicals is unlimited.

I've had my share of it sitting in the Dentist's chair with varied outcomes. Never could understand what some folks do to themselves. The glue and paint are real killers to your liver and kidneys. There was a guy at a summer construction machinery factory job I had that took a drink can half full of Toluene home every night to huff on for his long drive home and to party with his neighbors in the trailer park all huffing it. I wonder if he ever made it to 40 doing that crap. The painter that ran the spray booth went bat-sh*t crazy one night from not wearing his respirator in the spray booth with the Toluene vapors and it took several guys to restrain him.
