There really is no confusion. All time zones, include EDT/EST are based upon offsets from UTC:

UTC does not change with a change of seasons, but local time or civil time may change if a time zone jurisdiction observes daylight saving time (summer time). For example, local time on the east coast of the United States is five hours behind UTC during winter, but four hours behind while daylight saving is observed there.
UTC never shifts by more than a second (i.e. leap second):

Nearly all UTC days contain exactly 86,400 SI seconds with exactly 60 seconds in each minute. However, because the mean solar day is slightly longer than 86,400 SI seconds, occasionally the last minute of a UTC day is adjusted to have 61 seconds. The extra second is called a leap second. It accounts for the grand total of the extra length (about 2 milliseconds each) of all the mean solar days since the previous leap second. The last minute of a UTC day is permitted to contain 59 seconds to cover the remote possibility of the Earth rotating faster, but that has not yet been necessary.

I agree... human nature can't be changed... I have a friend whose wife is Finnish, and says that the system works well with the nationals... but not with foreign refugees.
Honestly, I don't think it works at all... any government that acts as if it were Robin Hood will sink its country into an economic catastrophe... Venezuela comes to mind...

This "service animal" thing needs to stop. What a farce. If that that much of a freaking snowflake where you can't travel without being damaged emotionally with our "service animal" then you shouldn't be traveling at all.

The only service animals that should be permitted in the passenger compartment are dogs for the blind and perhaps animals that assist people that are paraplegic.
