This has far more to do with ignorance than it is anything else. Bet you would get similar results if you asked if we should teach binary, octal or even mandarian numbers.

Supposed to reduce labor costs by telling the city when they are full. I would be willing to bet thet few are working within a year dues to simple failure or vandalism. Or theft. We have had a lot of problems with stolen trash can enclosures.
