I need your help to analyze this circuit.

While I was looking for a plasma cutter voltage meter, I came across this schematic.

I'm curious about how this circuit can measure voltage when the output has a voltage of only 0.6 to approximately 0.8 volts.

Can an optocoupler have a variable output? Does that mean that the voltage of the output signal can change depending on the input?

Yes, in the case of plasmas that start with HF and HV, there are some that I have knowledge of and have read about which have a voltage of up to 300V maximum. However, the voltage can vary when cutting is being done.

Hi, You can see the circuit diagram in the picture as it only has one layer. When I simulated this circuit in Proteus, I obtained a voltage range of only 0.6-0.8 volts for input voltages of 5-300V

That's a picture of a PCB with the parts shown, not a schematic.
Can you post the Proteus schematic?
