Analyzing a PCB circuit for measuring plasma cutter voltage

I need your help to analyze this circuit.

While I was looking for a plasma cutter voltage meter, I came across this schematic.

I'm curious about how this circuit can measure voltage when the output has a voltage of only 0.6 to approximately 0.8 volts.

Can an optocoupler have a variable output? Does that mean that the voltage of the output signal can change depending on the input?

A Plasma cutter usually involves a very HV DC arc?
At least all the ones I have been involved with?
How is it being measured?
Hi,
Yes, in the case of plasmas that start with HF and HV, there are some that I have knowledge of and have read about which have a voltage of up to 300V maximum. However, the voltage can vary when cutting is being done.
