Hi Paul, you could use an 8-bit serial in/parallel out shift register (74HC164) using the first 3 or 4 output bits and connecting the clear to bit 4 to restart the sequence.
I guess if your going for a small project, then the whole thing would be simpler with a micro-controller such as an ATTINY.. that way you have an internal clock to do the pulsing as well.
