How do you propose to measure earth leakage unless you measure both the live current and the neutral current?
And if your maximum running current is, say, 10A, finding 10mA is going to be impossible by that method, because your maximum error on 1% tolerance components would be 100mA.
The only way you could measure earth leakage is with a current transformer.

OK, You are WRONG.


If You have to ask questions about how to accomplish this potentially very dangerous project,
then You are not qualified to do it safely.

Especially when only using "Junk-Drawer", "Jelly-Bean", Parts".

Commercially available systems for accomplishing this type of monitoring
go through extensive testing procedures to
positively PROVE that they are safe designs.

You still have not provided any detailed information about why You need such monitoring,
and exactly what type of equipment needs to be monitored,
and the environment that the equipment, and Monitoring-Circuitry, will be installed in.

If the project is practical, I'm sure that You will receive plenty of guidance here.
