This is a switch mode power supply so there is no transformer working at mains frequency. You could probably get to the high frequency (Probably several tens of Khz.) signal just before the rectifier diode (Or diodes depending on the design.) Do NOT remove the rectifier diodes as this would break the control loop feedback. What do you intend to power with this power supply ? Not many things would work with this high frequency output.

Be VERY careful!
It is really easy to get a shock from there, and kill yourself, or worse, other folk.
Are you after 19V AC at the mains frequency?
The "19 AC" in this supply is at a high frequency as LesJones says. Also, it is not a sine wave. A lot more info on what you actually want to use this for is needed so we can give you any workable advice.
