It appears that you want to know if you should use the average value, the RMS value, or the peak value.
Well, the peak value is out, because that only lasts for a short time and is never considered the DC voltage.
However, the other two, RMS and Average, are sometimes used to describe the DC voltage output of a rectifier. This makes it hard to be sure what is required here.
If i had to guess i would say RMS is the most important, but to be complete maybe you could quote both the RMS and the AVG values as the answer, that way you cover both bases.
BTW the average of a full wave rectifier is not zero. Look at that again.
