Your circuit shows a total of 1000 + 100kΩ trying to pull down two LS32 input loads. That's not going to do it.

Two loads = 2 x 0.4mA @ 0.4V
Pull down resistor needs to be lower that 500Ω

Please post the new circuit in the new post next time to make the thread goes on normally, it could be many post from members related to yours, when you changed the old circuit or the old contents, sometimes it could cause messes and the related post became unreadable.
