Are you referring to a commercial IC? They don't make 2 bit counters, but you can use a 4 bit counter and only use the two lower bits.

Do you want synchronous? Or asynchronous?

You can easily make one from a pair of flip-flops.
Hint: If you have a JK Flip-flop component it could not be easier.
Figuring out what is inside the 2 Bit Counter subcircuit is the challenge.
