Unfortunately the political animals have no concept of wasting money. They promote a use it or lose it proposition. Besides a billion here, a billion there, and pretty soon you could be talking "real" money. Everything else is chump change, with the taxpayers being the chumps.

However, I grew up in a family that went through the 1930s depression and they always saved anything even if it had minimal value. I still save a lot of things that most people throw away, like rubber bands, string, plastic food bags, broken appliances, and even paper napkins that I used during dinner. I use the napkins as padding which are wrapped in a clean paper towel to clean the kitchen floor.
